Setting up a Move-in Inspection

After you have screened and selected a tenant, fill out the Request for Lease Approval (RTA) form. Your prospective tenant will provide the RTA form to you. Signing an RTA does not require either you or your prospective tenant to sign a lease agreement. Section 8 clients can only schedule one inspection at a time.

Your prospective tenant will return the Request for Tenancy Approval, Inspection Checklist and a copy of your blank lease to the RTA scheduling desk. If all the paperwork is complete an inspection appointment will be scheduled. Your tenant will call you to let you know the date and time of the inspection.

Preparing for the Move-in Inspection

Prepare the unit

Take time to go over the Inspection Checklist before the inspection to make sure everything is ready and the unit is in move-in condition.

  • All utilities must be on (electricity, gas, & water)
  • All repairs and renovations must be complete
  • Smoke detectors must be installed and working
  • Pilot light must be lit in gas heaters
  • All appliances must be in-place* and working properly
*If the tenant is supplying the stove or refrigerator and it is not in-place at the inspection, the inspection will be marked inconclusive and verification will be required.

Remember! The unit must pass inspection before payments can begin. If the unit does not pass inspection OHA must re-inspect the unit before the lease & contract can begin.

Paperwork you should bring to the Move-in Inspection

Lease Agreement
If you currently use a standard Lease Agreement (sometimes called a Rental or Tenancy Agreement) with private market tenants, you must use this same Agreement for your Section 8 tenants.

If you do not have unassisted tenants you may still use your own Lease Agreement. OHA does not recommend that you write your own Lease Agreement without legal guidance. Where can I get a Lease Agreement?

Please bring your Lease Agreement to the move-in inspection so it can be signed by your tenant and reviewed by OHA. OHA must review your Agreement and attach a Section 8 Addendum before the Housing Assistance Payment Contract can begin.

Notices & Disclosures
Please check to make sure the lease you will be using has all the notices and disclosures required by local and state laws. OHA's Model Lease does not include all of the required notices. Where can I get these required notices and disclosures?

You should also bring your House Rules and/or any other addenda you want to attach to the Lease Agreement.

Proof of Ownership
Grant Deed: You will need to give OHA a copy of the recorded grant deed or the HUD-1 closing statements for the property. Payments cannot begin until OHA has verified that you own the property.

W-9 Form: You will also need to sign an IRS W-9 Request for Taxpayer Identification Number and Certification form. Click here for OHA's W-9 form.

Taxpayer ID Number or Social Security Number: You will need to provide OHA with the identification number you use to pay your taxes. This may be your business Taxpayer ID Number or your personal Social Security Number.

Agent Agreement
You will need to give OHA a copy of your Agent Agreement if you want to give a property management company or a family member authorization to act on your behalf (sign contracts, access private information, receive checks). The Agreement should clearly state what authorization is given to the individual or company.
