Contact your Housing Representative to let him/her know you want to port out of Oakland. If you do not know who your Representative is, please call (510) 587-2100 to find out.
Fill out the Request for Portability form and give it to your Representative. Your Representative will use this form to prepare your portability packet.
Give your Representative current income information. This includes income and asset from every source for each household member.
Transfer your paperwork: Once your paperwork is complete your packet will be ready for pick up or for mailing to your new Housing Authority. If you plan to deliver it, check with your new Housing Authority first to find out if they accept hand-carried packets and make sure you do not open your packet before giving it to them.
Your portability packet will be ready within 7-14 business days.
NOTE: Housing Authorities often have different Income Limits, Payment Standards and Subsidy Standards (the number of bedrooms you qualify for). Always verify this information when you move to a new Housing Authority.
Make sure you are eligible to port out of Oakland.Look at your Voucher, if it says "Ineligible to Port" you cannot move outside of Oakland for one year.
Check with the Housing Authority where you want to live to make sure your income is within their limits. Your income must be below the income limit of the Housing Authority where you first lease under Section 8.
Request that OHA Prepare your Portability Packet. If you believe you are eligible to transfer, fill out the Request for Portability form and return it, along with your Voucher, to 1805 Harrison St., Oakland 94612. Once we receive your Request form we will prepare your portability packet.

Transfer your portability packet to OHA:
If you are moving from within California, you may hand-deliver your sealed portability packet to 1805 Harrison St., Oakland.
If you're moving from outside of California, or if you prefer not to hand-deliver your packet, request that your Housing Authority send your packet to:

Make an appointment with OHA's portability Rep after your packet has been received (or when you deliver it to us). Call (510) 587-2185 or email movetooakland@oakha.org to make a portability appointment.
Give OHA all the necessary paperwork: If any of the following items are missing from your portability packet you may be asked to provide them to OHA before we can complete your transfer:
- Valid, government-issued identification (i.e. driver's license)
- Birth Certificates for everyone in your household
- Social Security cards for everyone in your household
- Income verification for everyone in your household
- 30-day notice you gave your landlord (if you were renting through Section 8 with another Housing Authority)
