The Section 8 Moderate Rehabilitation Program (Mod Rehab) is a unit-based rental subsidy program that links the funding of affordable housing with the rehabilitation of rental property in the community.
Unlike tenant-based Vouchers, Mod Rehab subsidies are tied to individual rental units. This means the subsidy is not transferable and a participant can only receive assistance if he or she is living in a Mod Rehab unit. Some Moderate Rehabilitation units are set-aside for people who are elderly, homeless, or disabled.
The Mod Rehab waiting list is currently closed.
New Mod Rehab contracts with property owners are no longer available.
Project-Based Certificates are unit-based subsidies that provide assistance to eligible low-income families residing in designated rental units. Participants receive housing assistance only while living in a unit under contract through the Project-Based Certificate Program and cannot transfer their Certificate assistance if they choose to move. Project-Based Certificate units are under contract with the Oakland Housing Authority but are privately owned and managed.
Project-Based Certificate participants will be selected from the existing Section 8 waitlist and referred to available units.
The Project-Based Certificate program has become the Project-Based Voucher Program. New contracts for Project-Based Certificates are no longer available to property owners.
Project-based Vouchers are Section 8 Housing Choice Vouchers that are tied to individual rental units within a building. These Project-Based Voucher units are under contract with OHA but are privately owned and managed. The Project-based Voucher Program has replaced the Project-Based Certificate program; new contracts with property owners are only offered through the Project-Based Voucher Program.
Project-Based Voucher participants will be selected from the existing Section 8 waitlist and referred to available units.
Contracts for Project-Based Vouchers are not available to property owners at this time. Units selected for this program are chosen from a competitive selection process in response to an OHA funding announcement.
