The Oakland Police Department is the primary law enforcement agency in Oakland, which includes Authority owned properties. OHAPD operates as a supplemental policing entity to the City of Oakland Police Department (OPD), focusing on serving the residents of OHA properties. OHAPD is a certified law enforcement agency under California Peace Officer Standards and Training (CA POST) under PC 830.31(d).
The Oakland Housing Authority Police Department has been Internationally accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) since 1999. As a CALEA accredited agency, the Oakland Housing Authority Police department is committed to the best practices in law enforcement, accountability, and transparency to the public we serve.

About the Oakland Housing Authority Police Department
Founded in 1972, the Oakland Housing Authority Police Department (OHAPD) was created to supplement the efforts of the Oakland Police Department efforts in preventing and addressing unlawful activities on and/or Authority-owned/controlled properties.
A California Police Officer Standards and Training (CA POST) participating agencies CA POST About. OHAPD has an authorized strength of 45 positions, of which 34 positions are sworn police officers under 830.31(d) PC. The Department employs 13 professional staff members who are assigned to departmental functions including communications, records, parking enforcement, and administrative functions. OHAPD operates as a supplemental policing entity to the City of Oakland Police Department (OPD) in Oakland, CA. OPD is the primary law enforcement agency in Oakland.
Led by Interim Police Chief Luther Dupree, the Oakland Housing Authority Police Department works cooperatively and in collaboration with all Oakland Housing Authority divisions in service to our residents and in Partnership with the Community. The key principles of Honor, Integrity, and Service are the focus of OHAPD’s commitment to the residents and community.
The Oakland Housing Authority Police Department has received international accreditation from the Commission on Accreditation for Law Enforcement Agencies (C.A.L.E.A) in March 1999 and was reaccredited in 2002, 2005, 2008, 2011, 2014, 2017, 2021 and 2025.
