OAHPI Project-Based Voucher (PBV) Housing The Oakland Housing Authority (OHA) is pleased to announce a limited opening of the waitlist for OAHPI Project-Based Voucher (PBV) Housing. Application Period Opens: Monday, July 6, 2026, at 12:00 a.m. Pre-applications will only be accepted during this application period. How to Apply Interested families must first register for the OHA Applicant Portal and then complete a pre-application during the waitlist opening period. Other (Non-OHA) Agencies The Housing Authority of the City of Alameda has opened the wait list for Esperanza Apartments The Housing Authority of the City of Alameda has opened the wait list for Esperanza Apartments (on the Doorway Housing Portal) and the deadline to apply is June 9th at 5pm. Via this Doorway listing there are one-bedroom, two-bedroom, three-bedroom , four -bedroom, and five-bedroom units available that will serve households earning up to 80% of the Area Median Income To apply to the Esperanza Apartments wait list, please click this link. Esperanza Apartments is a 120-unit complex and each apartment has a patio, balcony, or a full backyard. Property Amenities include an on-site resident manager, on-site property manager, a community room with kitchen, well-maintained landscaping, assigned off-street parking, plus small recreational areas with playgrounds throughout the housing community. Nearby public transit includes bus routes and Alameda Ferry. Below are Esperanza Apartments flyers for reference. Already on a Wait List?
If you have already completed a Waitlist Pre-Application your application will go through a lottery process for placement on one or more Waitlists, based on the program(s) to which you applied. Status is not provided by telephone. OHA will communicate with Applicants via email about their pre-application status.
Applicants may return to the Applicant Portal to report a change of address.
