Oakland Housing Authority (OHA) Board of Commissioners

Since 1938, the Board of Commissioners has governed and guided Oakland Housing Authority (OHA) in its mission to provide quality housing for low-income persons, promote the civic involvement and economic self-sufficiency of residents, and further the expansion of affordable housing within Oakland. Through strategic oversight of policies, budgets, and programs, the Board ensures the effective operation and sustainability of OHA.

Oakland Affordable Housing Preservation Initiatives, Inc. (OAHPI)

Founded in 2009, Oakland Affordable Housing Preservation Initiative (OAHPI) is a California nonprofit dedicated to acquiring, developing, and operating affordable housing for low-income individuals and families in Oakland. The Board oversees the rehabilitation and management of more than 250 formerly Oakland Housing Authority (OHA)-owned properties to ensure quality homes while advancing the social welfare of the communities it serves.

Oakland Housing Initiatives, Inc. (OHI)

Incorporated in 1991 as a California nonprofit public benefit corporation, Oakland Housing Initiatives, Inc. (OHI) assists in the development of affordable housing in the city of Oakland, as defined by the State of California Community Redevelopment law. Through strategic governance, the Board directs OHI’s efforts to acquire, develop, and operate quality housing for low-income households while promoting social welfare and strengthening the communities it serves.

California Affordable Housing Initiatives (CAHI)

California Affordable Housing Initiatives, Inc. (CAHI) administers project-based housing subsidies on behalf of the U.S. Department of Housing and Urban Development (HUD) across Northern California. Through oversight of a 574-property portfolio, the Board advances CAHI’s mission to support well-managed, affordable housing to low- and moderate-income families—supporting more than 43,000 residents while maintaining fiscal accountability and strengthening the communities it serves.

Keller Housing Initiatives (KHI)

Incorporated in 1996, Keller Housing Initiatives, Inc. (KHI) is a California nonprofit public benefit corporation that provides governance and oversight in support of Oakland Housing Initiatives, Inc. (OHI) and its affordable housing mission. KHI shares board membership with OHI and operates as a supporting organization. KHI was the original owner of the Keller Plaza development project, which consisted of the rehabilitation of 201 rental housing units, located in Oakland’s Temescal district and completed in 2011.

Tassafaronga Housing Corporation (THC)

Established in 2007, Tassafaronga Housing Corporation (THC) is a California nonprofit public benefit corporation that provides quality affordable housing for low-income Oakland residents. The Board oversees THC’s role as managing general partner of two California limited partnerships responsible for Tassafaronga Village, which was OHA’s first self-developed tax credit project.

Established in 2018, RAMP Housing, Inc. is a California nonprofit public benefit corporation whose mission is to support the Oakland Housing Authority in its charitable activities, including multiple efforts to provide housing and related services to low-income households. RAMP supports the financing, development, and operation of quality housing that helps strengthen communities and advance social welfare.

Oak Leading Edge Affordability Fund (Oak LEAF)

The Oak Leading Edge Affordability Fund (Oak LEAF) is a California nonprofit public benefit corporation formed in 2025 as a tax-exempt supporting organization for the Oakland Housing Authority. The fund is designed to preserve, expand, and accelerate planned affordable housing opportunities in Oakland by providing flexible financing for housing acquisition, preservation, and development.
