Which homes are eligible for the program?

Home Eligibility Requirements

To qualify for the Homeownership Program, the home must meet the following requirements:

  • The home must be located within the City of Oakland.
  • The home must be a single-family residence.
  • You must live in the home as your primary residence (owner-occupied).
  • The home cannot be rented, subleased, or used as an investment property.

Required Inspections

Before the home can be approved, it must pass two inspections:

  1. An independent home inspection arranged by the buyer.
  2. An Oakland Housing Authority (OHA) inspection to verify that the home meets the National Standards for the Physical Inspection of Real Estate (NSPIRE).

Eligible Home Types

You may purchase any of the following types of homes:

  • Single-family house
  • Condominium (condo)
  • Townhome
  • Cooperative (co-op)
  • Manufactured or modular home
  • Community land trust or Below Market Rate (BMR) home

Homes That Are Not Eligible

The Homeownership Program does not allow the purchase of properties with more than one housing unit, including:

  • Duplexes
  • Triplexes
  • Fourplexes
  • Homes with an in-law unit or accessory dwelling unit (ADU)
