July 14, 2026
The Oakland Housing Authority (OHA) has earned the Government Finance Officers Association’s (GFOA) Certificate of Achievement for Excellence in Financial Reporting for its annual comprehensive financial report for the fiscal year ending June 30, 2025.
The Certificate of Achievement is GFOA’s highest form of recognition in governmental accounting and financial reporting. OHA’s report was reviewed by an independent panel and recognized for meeting the program’s high standards for transparency and clearly communicating the agency’s financial story.
“Receiving GFOA’s Certificate of Achievement for Excellence in Financial Reporting is a meaningful recognition of our commitment to accountability and transparency,” said Patricia Wells, OHA executive director. “This honor reflects the exceptional leadership of Finance Director Victor Madamaba and the dedication of our entire Finance team, whose expertise and diligence make this achievement possible year after year. Every dollar we manage represents an opportunity to serve Oakland families, and we remain committed to earning the trust of our residents, partners, and community through sound financial management.”
The award recognizes not only the quality of OHA’s financial reporting, but also the work behind it. OHA’s Finance team is responsible for helping ensure public resources are carefully managed and clearly reported, supporting the agency’s ability to provide affordable housing and opportunities for Oakland residents.
“On behalf of the Board of Commissioners, I congratulate the Oakland Housing Authority team on earning GFOA’s Certificate of Achievement for Excellence in Financial Reporting,” said Anne Griffith, chair of the OHA Board of Commissioners. “This national recognition demonstrates the strong transparency that is essential to fulfilling OHA’s mission. The Board is proud to support an organization that manages public resources with integrity while advancing opportunities for affordable housing and stronger communities throughout Oakland.”
GFOA represents more than 25,000 public finance officials throughout the United States and Canada and works to advance excellence in government finance through best practices, professional development, resources and research.
