Opening Doors: OHA’s Housing Choice Voucher Program Helps Families Become Homeowners

For more than two decades, the Oakland Housing Authority’s Housing Choice Voucher (HCV) Homeownership Program has provided families with the opportunity to achieve the dream of homeownership while continuing to use their housing assistance. Since its launch in 2004, the program has helped 126 families purchase homes—enabling them to build equity, strengthen financial stability, and deepen their roots in the Oakland community.

Beyond home purchase assistance, the program emphasizes financial literacy, employment readiness, credit building, and savings preparation, ensuring participants are well-equipped for long-term success. Seniors and individuals with disabilities are also eligible, providing them with a pathway to greater housing stability and independence.

Despite today’s competitive housing market, OHA families continue to succeed, with three new homeowners in the last fiscal year (2025) alone. This program stands as a powerful example of how access, education, and opportunity can transform lives and communities for generations to come.
